Job Purpose
The CROO’s responsibilities cover the occupational health and safety research and programme management portfolio of the MHSC, including technology and knowledge transfer as well as council committees administration.
Minimum Requirements
  • Master’s Degree in occupational health and safety or Mining.
  • At least 7 years’ experience in Senior management.
  • 10 years’ professional experience in  Mining  research and/or technical management related to mining, health and/or safety
  • A proven track record and ability to take research projects from conceptual stage to implementation, knowledge and technology transfer stage.
  • Proficiency in Research and/or programme management information system,
Key Performance Areas
1.      Operational plans defined and implemented in support of MHSC strategy and business plan
  • Direction in terms of what Research and Operations needs to do to support the organisation’s strategy is provided.
  • Ensure direction taken by Research and Operations fulfils its statutory mandate.
  • The Strategic Plan is continuously translated into medium term objectives for Research and Operations so that they can be integrated into operational plans and have meaning for staff.
  • Plans reflect how areas of accountability contribute to the Organisation’s strategic objectives.
  • Essential resources are identified and planned in accordance with the strategic plan.
  • Ensure  business processes in support of the strategic plan are developed and refined.
  • Developing and implementing the MHSC Strategy based on the mandate of the MHSC and as directed by the CEO.
  • Giving direction and leadership to MHSC Research Operations staff towards the achievement of the MHSC strategy and its annual goals and objectives.
  • Ensuring alignment of functions within the Research and Operations function as well as between the CROO and other MHSC functional areas.
  •  Acting as part of the executive management’s collective accountability for the performance of MHSC
  • In the short to medium term, leading the MHSC in the adoption and implementation  of comprehensive programme of standards, including programme financial management
  • Directing the development and implementation of knowledge and technology transfer across MHSC’s programmes.
2.   Effective Stakeholder Expectation Management
  • Engage various stakeholders to identify research needs.
  • Define roles and responsibilities of the council committees.
  • Ensure the committees produce the desired effects.
  • Identify reasons for quality issues and close gaps.
3.   Research Agenda Development and Comprehensive needs analysis on the following:
  • Review research that has been done.
  • Provide a comprehensive analysis of research by reviewing all research, identifying gaps in knowledge, reviewing accident reports, engaging with the intended users of the research.
  • Develop and implement research co-ordination process.
  • Deliver projects within given budget, scope and timeframes.
  • Define requirement s for research information management system.
  • Implement and maintain an effective research information management system.
4.   Promotion of Health and Safety
  • Increased pool of research providers in order to define the requirements for research information management system for effective research information management.
  • Increased awareness of research outcomes of MHSC initiatives.
  • Develop and implement research outcomes dissemination strategy.
5.   Defined structure, frameworks and policies
  • Structure enables the effective implementation of strategic objectives and adheres to organisation design principles / best practices.
  • Structure and frameworks create alignment and synergy between all functional components of the Research and Operations.
  • Structure and frameworks enhance process, performance and delivery of Research and Operations requirements.
  • Policies are in line with Council objectives and relevant Acts.
6.   Manage costs and controls
  • Projects or initiatives for the area of accountability are appropriately assessed in terms of cost/benefit analysis.
  • Ensure practices and initiatives are cost effective and aligned to strategic objectives.
  • Costs and budget for Research and Operations are managed appropriately, i.e. continuously reviewed in terms of cost/benefit for resources, functions and future initiatives.
  • Structure and frameworks for control and governance within Research and Operations is defined and managed appropriately  resulting in satisfactory audit report.
7.   Development and performance management of Research and Operations staff.
  • Cultural and demographic transformation in support of strategic objectives is created, nurtured and championed.
  • Deliverables, measures and targets are discussed and agreed with direct reports and aligned to the relevant strategic objectives and measures.
  • Regular meetings are held with direct reports to discuss progress of individual areas of accountability.
  • A climate that encourages excellence and maximizes results is fostered.
  • Direct reports are provided with the necessary accountability, resources, authority, information and development to achieve high performance standards.
  • Actual versus required skills and succession plans for areas of accountability are continuously assessed and appropriately actioned.
